2. "Enlarging the European Union", Fifth Biennial ECSA World Conference

Conference date: December 14-15, 2000
The fifth biennial ECSA World Conference will take place in Brussels, December 14-15,
2000. The topic is "Enlarging the European Union," and Program Chair is Marc
Maresceau. A preliminary outline of the Conference is available at:

The conference will bring together approximately 300 scholars from around the world to
meet and establish research linkages. Papers are given by invitation only. A limited
number of places are available for up to twelve scholars from the United States, and
support is provided for two nights' lodging in Brussels. There is no conference
registration fee; participants must cover their transportation expenses to and from
Brussels.

3. First European Citizenship Forum: "Giving legal assistance to citizens

On 30 October 2000, Euro Citizen Action Service (ECAS), under the auspices of the European
Commission, Grotius Programme and Mrs Elisabeth GUIGOU, Minister of Justice, France,
launches The First European Citizenship Forum: "Giving legal assistance to citizens

This conference will take place in Paris during the French Presidency, between the
Biarritz and the Nice European Council meetings which address the development of a
European Charter of Fundamental Rights. ECAS expects the European Charter of Fundamental

Invitation
You are invited to take part in the sixth international conference of the European
Association of Urban Historians. This bi annual conference provides a forum for
historians, sociologists, anthropologists, planners and urbanists working on all aspects
of urban history. The title of the conference celebrates that fact that Edinburgh was an
innovative centre of enlightenment thinking in the 18th century and in the 21st
century has become again the base for its own parliament. This title is designed to invite
proposals for papers and sessions on the widest range of topics - built environment,
governance, population, social relationships, economy and culture. We invite
proposals from all periods of history and from the widest geographical range. The
invitation is extended to all who have made urban history a distinctive and innovative
subject, - historians, geographers, planners, urbanists and those involved in
conservation, policy studies, recording, archive and museum work.
Participants are invited from all over Europe and beyond.
Call for Session topics
For the first stage we invite chair persons to prepare and submit proposals for a session.
These should be with the Conference President or the Association Secretary by 1st January
2001. There will be Main Sessions of up to ten papers and Specialist sessions of up to 5
papers. All offers of a session will be considered. The final selection will be made by
the International Committee by the end of February 2001.

The official languages of the conference will be English and French.
Conference Sites
The conference will be held at the Pollock Halls and George Square sites of the University
of Edinburgh. There will be easy access to the city centre.
Registration Fee
The Registration fee is likely to be around L90 sterling. We hope to arrange reduced
registration for postgraduates.
Bursaries
A small number of student bursaries will be available for postgraduate students. These
will cover the registration fees. Further news of the conference and details of
registration and the

History, Leicester University.

Proposals for papers for the sessions should be received by the chair of the sessions and
by the programme chair by October 2001 The social programme will include dinner in the
classical splendour of the Playfair Library of the university. There will be a reception
and opportunities to sample the many delights of Edinburgh. The City is a major tourist
centre with world class museums, galleries and restaurants, easy access to Glasgow and
Highlands. Early arrivals in the city will be able to take advantage of the Edinburgh
Festival taking place just before our conference.

development in Public Administration. Most of the familiar names in this field are active

Conference date: 17-18 November 2000
The United Kingdom and Spain are two of the world's oldest multinational states. Both have
embarked on a transition from unitary states to political devolution. The starting points
of each were rather different but they have encountered many of the same issues. Neither
has formally embraced federalism but both are seeking new formulas under the labels
'devolution' and 'estado de las autonomas'. Both face asymmetrical demands from their
minority nations and regions, but they have responded in different ways, the UK with a
highly asymmetrical programme of devolution and Spain with an attempt to generalise the
system of autonomy on a more or less uniform basis. In both cases, the challenges of
globalization and of Europe provide a new context both for the demandsof the peripheral
nations and for the central response. The conference will address the experiences of
devolution in Spain and the UK, with a particular although not exclusive focus on Scotland
and Galicia. Most of the papers will be presented by members of the universities of
Aberdeen and Santiago de Compostela.
